Jon M. Lockey was born on April 28, 1963 to Hal and Pat Lockey in North Hollywood, California. Jon graduated from Bakersfield High School in June of 1981 and started his four year training at the United States Military Academy at West Point in July of the same year, graduating in June of 1985. He received his commission in the Army as a Field Artillery officer. While attending the Monterey Language Institute to study Italian, he met his soon to be wife, Dorothea Jean. In August of 1987 they were married. Jon was the loving father of two sons, Steven Ross Lockey and Christopher Joseph Lockey. He spent three years in Italy as the liaison with the Italian Military followed by tours at Fort Sill, White Sands Missile Base where he commanded the White Sands troops and received his Master's Degree in Electrical Engineering, Fort Leavenworth, and Fort Monroe. At that point in his career he was assigned to the Staff of the Joint Chiefs at the Pentagon in Washington D.C. where he conducted planning prior to the war in Iraq. He was promoted to the rank of Lieutenant Colonel at the start of his assignment at the Pentagon. Following this assignment he attended the War College at Carlisle Barracks in Carlisle, Pennsylvania, where he received his Master of Strategic Studies Degree and was promoted to the rank of Colonel. Colonel Lockey was assigned to Baghdad, Iraq, to operate a special unit that dealt with the new science of biometrics.
